Summary

I. Krbek formulated his formal and organic theory of administration in the period between two world wars with reliance on Austrian normativistic school of creation end exercising of law.

According to this author, who was supporter of negative criterium of administration activity defining, administration corresponds to that huge residiuum in state affairs accomplished by administrative authorities, which remains after separation of legislative and judiciary branches.

Krbek did not step back from his theoretical conceptions of administration presented after The Second World War, as well, although he was trying to adapt such conceptions, with more or less succes, to changed legal and political conditions.
