DEVELOPMENT OF SELF-GOVERNMENT IN THE PRINCIPALITY OF SERBIA AND IN THE KINGDOM OF SERBIA WITH REFERENCE TO DEVELOPMENT OF SELF-GOVERNMENT IN THE RUSSIAN EMPIRE

Summary

Тhis article is an analysis of experiences with local self-government reforms in the Principality, later Kingdom of Serbia and the Russian Empire during the 19th and the beginning of 20th century. The author starts from Serbia’s experiences in reforms of local self-government having in mind both legal norms that regulated this issue, but also circumstances of its implementation. Reform of local self-government in Russia between 1864 and 1890 is considered from legal aspect, because laws in subject coincide with Serbia’s laws regulating the same matter not only because they have been implemented simultaneously, but also considering its contents. An attempt to find models abroad, in western and central European states that belonged to a different judicial tradition, is another connection between Serbian and Russian reforms of local self-government in 19th century.
